In 1998, the Attorneys General of 46 states signed a Master Settlement Agreement (MSA) with the four largest tobacco companies in the United States to settle state suits to recover billions of dollars in costs associated with treating smoking-related illnesses.

Since 2000, a group of Attorneys General has been working with sellers of tobacco products to implement new procedures to reduce sales of cigarettes to minors. Through this group, Oregon has entered into settlement agreements with the following companies to date:
